In collaboration with the Local Management Board, FCRC’s Crossroads program serves sexually reactive youth and adjudicated/nonadjudicated juvenile sex offenders in Allegany County. The program supports individuals aged 5 to 17—as this special population is at a crucial point where intervention could positively impact their social and behavioral development.

Our professional staff works to engage the youth in activities and relationships that will motivate them to integrate positive changes into their lives. The services are provided at no
cost to the family and include:

  • individual and group counseling;
  • family counseling, and;
  • family support groups.

Characteristics of Juvenile Sex Offenders
  • Juvenile sex offenders are typically between the ages of 13 and 17.
  • 30-60% exhibit learning disabilities and academic dysfunction.
  • Many have difficulties with impulse control and judgement.
  • 20-50% have histories of physical abuse.
  • 40-80% have histories of sexual abuse.

Alarming Statistics

  • In 70-90% of child sexual abuse cases, the child knows the person who
    commits the abuse. (Finkelhor, D. 1994)
  • Without treatment, the sexual recidivism among sex offenders is 17%.
    With treatment, relapse of sex offenders drops to 12%. (Hanson, et. Al 2002)
  • Recent clinical outcome studies suggest that many juveniles who sexually abuse
    will cease this behavior by the time they reach adulthood, especially if they are
    provided with specialized treatment and supervision. (ATSA)
  • 43% of rapes/sexual assaults occur between 6 p.m. and midnight. (CSOM, 2000)
